Steve is a highly-skilled and knowledgeable commercial lead, with vast experience in building and leading teams of quantity surveyors to commercially deliver varied projects.
 

He has worked in the construction industry for over 30 years for key contractors including Morgan Sindall, Costain, FM Conway, Balfour Beatty across civil engineering, highways, rail and water sectors. He has worked on major pioneering UK projects including Crossrail at Whitechapel Station for Morgan Sindall, Margate WWTW and AMP3 for Costain in addition to a number of large frameworks for FM Conway, Octavius, Birse Rail and Geoffrey Osborne.
 

Steve has built and managed commercial teams to successfully deliver projects to better forecasts and budgets. Working on a wide variety of projects he is experienced in monthly cost and value management, project controls, contract management, change management, subcontractor management and contract risk management.
 

He has strong knowledge of commercial and contractual principles and is conversant with NEC3, NEC4 and JCT forms of Contract. He also is experienced in building commercial functions and relationships to maximise opportunities.

Overseeing a team of quantity surveyors for the commercial delivery of the geotechnical and structures portfolios on the CP6 Framework for Network Rail including embankment stabilisation works and bridge repairs at various locations.

Head of Commercial, FM Conway Limited

Term Maintenance and Surfacing divisions

Managing the commercial functions for the Term Maintenance and Surfacing divisions, turning over £150m per annum. Involved in framework contracts for key London boroughs delivering highways maintenance services. Including works for key developer clients.

Managing Quantity Surveyor, Dyer & Butler

Managed a commercial team of six quantity surveyors of varying levels to deliver numerous highways and civils projects to achieve a positive financial return in excess of minimum company requirement. Included writing an EOT claim submission and negotiation under JCT2016 Design and Build Contract.

Managing the commercial delivery to completion of the civils works on two substations for the NEMO project on behalf of ABB and National Grid.

Crossrail C512 Whitechapel Station Project

Managing a team of quantity surveyors of varying levels including risk manager, plant managers and materials buyers on the complex project. Managed the reporting of the monthly client dashboard over the project functions, plus project controls, subcontractor management and JV board reports, internal CVR reports and budget reviews. Change manager for 12 months managing the JV change to Crossrail to adjust target. Overseeing submission, responses, pricing and agreement of large numbers of NCEs plus management of EWN process.

Commercial Manager, J Murphy & Sons Limited

Kings Cross Square Refurbishment

Commercial lead with collaborative client involvement to design and construct the biggest pedestrian square in London for Network Rail including upgrading the existing underground entrances and station canopies.

Managing Quantity Surveyor, Balfour Beatty Rail Ltd (Birse Rail became part of BBRL)

Lead commercial on the DP World, Stanford le Hope – new 3m approach line and sidings contract. Key successes include agreeing the collateral warranties with the client due to the number of interested parties.

Management of various rail projects including the lead commercial for the environmental pollution prevention on depots framework from 2007 to 2009 for NR and Southend railway station new build.

Project Quantity Surveyor, Costain Civil Engineering

Margate to Broadstairs UWWTW – Project quantity surveyor on Weatherlees WWTW and the 3m 600mm diameter twin 600mm pipeline. Deputy to the scheme commercial manager, attending JV Board meetings.
