Luke is an experienced quantity surveyor and strong consulting professional skilled in change
management, quantity surveying and contract management.
Luke has worked in the construction industry for over 20 years with 15 years’ experience as a consultant quantity surveyor for GVE Commercial Solutions. Luke has worked on major civil engineering, infrastructure, marine, building and energy projects for UK, international and joint venture contractors including Costain, Balfour Beatty, Chicago Bridge and Iron, Vinci, Hochtief and Volkerfitzpatrick. He has also provided valuation and quantum support for use by solicitors and legal teams representing these clients in various disputes.
Luke’s experience in change management with the contractor's commercial team involved valuing change via compensation events or variations depending on the contracts being used on the project. He has represented clients in a number of adjudications, preparing the required documents and presenting to the adjudicator at hearings where required. GVE staff regularly attend and deliver CPD (continuing professional development) training workshops on a wide range of topics including NEC contract management and compensation event pricing.

This assignment involves working with the contractor's management team to manage the change process under an NEC Option A contract. The project includes superstructure works for a new BBC Studio building and Sadler's Wells theatre on the former Olympic Site at Stratford Waterfront.

Change Management
This assignment involved managing a team of quantity surveyors for reconciliation and pricing of a major change account on the Berkeley Homes, Southall Waterside Development of 3,750 flats in West London. Working for the remediation and site preparation contractor, the team prepared circa 400 variation prices under an ICC 2014 contract of approximately £40m.
Costain Vinci Bachy JV Contract
Change Management
I previously worked for the joint venture responsible for delivery of the Thames Tideway Tunnel East Section. The East Contract involved six shaft sites and two new sewer tunnels that will connect into the existing Victorian system. The new tunnels will take excess flows from the existing system and prevent untreated sewage running into the river Thames. I managed compensation event administration on the main tunnel sites for the East Contract section under an NEC 3 Option C contract with implementation of major compensation events up to £120m.

Change manager within a team of quantity surveyors on a £100m new road development in southern England which involved 20 structures. I was in an employer-facing role, responsible for submission and valuation of compensation events and monthly reporting. NEC 3 Option C contract.

During this major project in Central London project I was employed as senior quantity surveyor responsible for loss and expense claims within the structural steel frame package on the new North Station. Following settlement of final account, I held a key role during the management and negotiation of other subcontracts whilst forecasting and reporting to the project director and commercial manager.

This secondment involved working with the commercial team of a major provider of utilities infrastructure in South East England. Duties included assistance with adjudication documentation and proceedings, assessment of subcontractor claims, project growth auditing reports, procurement, audit of contractual compliance with intellectual property rights clauses, evaluation of delay claims and extension of time requests.

Senior Quantity Surveyor
This secondment involved deployment into an existing construction team delivering a rapid and challenging programme of circa 100 water extraction site upgrades. Duties included administering subcontracts at 36 sites for civil and M&E works. Typically, two to three subcontracts per site.
Works involved installation of new chlorination sampling, dosing and control systems carried out during planned shutdowns of each site. The project was particularly time-critical as site shutdowns were only available following agreement with the client whereby alternative supplies could be diverted.
Duties included placement of subcontract orders, administration of multiple accounts at each site including assessment of completion of works and payment certification, identification of problem sites and management of solutions, value engineering with design team in order to lower solution costs for the client, financial reporting upon all schemes to the management team.

This secondment was entered in 2007 with duties provided on behalf of the client up until practical completion of major civil engineering works on site. Duties included administration of subcontractors’ accounts over a period of two and a half years with a combined value of circa £80m, evaluation of subcontractor claims and resolution of disputes, preparation of work packages for competitive tender, tendering, tender analysis, preparation of variation orders to client, evaluating subcontractors’ extension of time claims, settlement of final accounts.
